You can restrict the ability to change repository visibility to organization owners only, or allow members with admin privileges for a repository to also change visibility.

- GitHub Enterprise Serverの右上で、プロフィール画像をクリックし、続いてYour profile（あなたのプロフィール）をクリックしてください。
- プロフィールページの左側で、"Organizations"の下であなたのOrganizationのアイコンをクリックしてください。
- Organization名の下で、Settings（設定）をクリックしてください。
- 左のサイドバーで、Member privileges（メンバーの権限）をクリックしてください。
- [Repository visibility change] の下で、[Allow members to change repository visibilities for this organization] の選択を解除します。
- [Save] をクリックします。
