About billing for your enterprise
Each user on your GitHub Enterprise Server instance consumes a seat on your license. GitHub bills monthly for the total number of seats consumed on your license.
For invoiced GitHub Enterprise customers, GitHub bills through an enterprise account on GitHub.com. Each invoice includes a single bill charge for all of your paid GitHub.com services and any GitHub Enterprise Server instances. Administrators for your enterprise account on GitHub.com can access and manage billing for the enterprise. For more information, see "Roles in an enterprise" in the GitHub Enterprise Cloud documentation.

About synchronization of license usage
GitHub Enterprise offers two deployment options. In addition to GitHub Enterprise Server, you can use GitHub Enterprise Cloud to host development work for your enterprise on GitHub.com. For more information, see "GitHub's products."
You can allocate the user count for your GitHub Enterprise license to members of both GitHub Enterprise Server インスタンス and an enterprise account on GitHub Enterprise Cloud. When you add a user to either environment, the user will consume one license. If a user has accounts in both environments, to consume only one license, the user's primary email address on GitHub Enterprise Server インスタンス must be the same as the user's verified email address on GitHub.com. ライセンス数と使用状況を環境間で同期できます。 For more information, see "Syncing license usage between GitHub Enterprise Server and GitHub Enterprise Cloud."
