You can access the Management Console both as a site administrator and as an unauthenticated user.
As a site administrator
Sign into your GitHub Enterprise appliance as a site administrator.
In the upper-left corner of any page, click .
In the upper-right corner of the page, click .
On the left side of the page, click Management console.
You should now see the Management Console:
As an unauthenticated user

Open the following URL in your browser (using your actual GitHub Enterprise hostname or IP address):
http(s)://hostname/setup
If the Management Console is locked, you will be asked to authenticate yourself. Click Upload license file to select your license, or drag your license onto Upload license file from your local filesystem.
Click Continue.
You should now see the Management Console:
