About reactions
You can create and manage reactions to comments, issues, pull requests, and discussions on GitHub. When creating a reaction, the allowed values for the content
parameter are as follows (with the corresponding emoji for reference):

Create a reaction to a team discussion comment. OAuth access tokens require the write:discussion
scope. A response with an HTTP 200
status means that you already added the reaction type to this team discussion comment.
Note: You can also specify a team by org_id
